Located in Wilmot's End, the Foreign Office is almost completely independent of the rest of London's government, and is instead ruled by two groups: the Face, who are London's diplomats, and the Teeth, who make up London's spy network. This is even more insidious than it sounds; the Face are all cannibals, and the Teeth are all Snuffers.
