Slivvy

Slivvy is an urchin of the Flit who can communicate with the wind.[2] The "wind" is better known as the zee-god Storm;[3] Storm whispers secrets to Slivvy, so he is exceptionally knowledgeable,[4] well-informed,[5] and has an extensive network of connections.[6] He also does Storm's bidding,[7] targeting people who draw the zee-god's ire by dropping boulders on them from the heights of the Flit.[8] Slivvy is held in high regard among his fellow urchins,[9] but belongs to no single gang, and considers himself "the last of [his] tribe."[10]
Slivvy received Storm's favor after being struck by lightning; Storm has kept Slivvy from aging, and though he appears to be a child, he has served the zee-god for so long that he has the mentality of a weary old man.[11][12] The lightning strike also gave Slivvy a stutter and a port-wine stain on his face,[13][14] and when Storm is displeased, it punishes him with agonizing headaches.[15] To escape Storm's endless murmuring, Slivvy often perches atop the Royal Bethlehem Hotel, where the ravings of madmen drown out the god’s voice and grant him a moment’s peace.[16] His deep connection with Storm has worn him thin and there may come a day when the god’s fury finally breaks him.[17] To remedy this, Slivvy has tried to share the burden with other children, but they couldn't bear it for long.[18]
Slivvy is one of the few individuals capable of freeing a Seeker of the Name — for the right price.[19]
