Slivvy is an urchin of the Flit who can communicate with the wind.[2] The "wind" is better known as the zee-god Storm;[3] Storm whispers secrets to Slivvy, so he is exceptionally knowledgeable,[4] well-informed,[5] and has an extensive network of connections.[6] He also does Storm's bidding, targeting people who draw the zee-god's ire by dropping boulders on them from the heights of the Flit.[7] Slivvy is held in high regard among his fellow urchins,[8] but belongs to no single gang, and considers himself "the last of [his] tribe."[9]

It is implied that Slivvy received Storm's favor after being struck by lightning; while his stutter and the port-wine birthmark on his face may not have come about as a result of the strike, many people still associate them with Storm's blessing.[10] When Storm is displeased, it punishes him with agonizing headaches.[11] To escape Storm's endless murmuring, Slivvy often perches atop the Royal Bethlehem Hotel, where the ravings of madmen drown out the god’s voice and grant him a moment’s peace.[12]

Slivvy is one of the few individuals capable of freeing a Seeker of the Name — for the right price.[13]
