Goat-demons are sapient goats with infernal appearances.

Bleating

"He's back from whatever sulphurous hole he crawled into. Keeping a lower profile, but still dogging your footsteps."[2]

Goat-demons are creatures that are native to Hell, and predate even the Devils' arrival.[3] They're typically encountered as staff of the Brass Embassy in London,[4] and they're employed as enforcers for various infernal factions.[1] Goat-demons have hooves and fierce-looking talons that are nonetheless capable of precise work,[5][4] and despite their bestial appearance, they're sapient and are capable of speech.[6] In fact, they may even dress up for formal occasions.[7] Goat-demons typically graze on the bones that litter the grounds of the the Hurlers,[8] but they'll gladly eat entire animals, such as horses, should the opportunity present itself.[9]

All Fear the Overgoat!

"They turn their eyes from you when you speak its name. "I hear the bleating in the night," one says. "Five churns of wolf-milk soured. My daughter woke with a cast in her good eye. May its shadow pass from us!""[10]

The Overgoat is an extremely powerful being with the appearance of a goat-demon, spoken of only in whispers across Fallen London. Opinions on its exact nature and origin differ, but its watchful gaze, intimidating presence, and Caprine Authority are unquestionable. Those in the good graces of the Bazaar may purchase the Overgoat's companionship at an exorbitant price, and make use of its ability to [REDACTED BY THE MINISTRY OF PUBLIC DECENCY].[11]

Greater Goats?

The Overgoat is not one of a kind, but it is incredibly rare. When two meet, they may [REDACTED BY THE MINISTRY OF PUBLIC DECENCY]. The resulting Übergoat, "the goat of which Goethe wrote",[12] has the keenest senses of any known being, with twice the fearsome mien and Caprine Authority of an Overgoat.

A further gathering of seven Übergoats, under the right conditions, might further [REDACTED BY THE MINISTRY OF PUBLIC DECENCY] the ultimate Caprine Authority, called the Heptagoat.[13]
