The Neath is a cold, deep, and dark place, mostly devoid of any kind of weather,[3][4] but sometimes London finds itself battered by strange winds[5] and squalls.[6] Zailors claim that the source of these phenomena is a god called Storm;[7] it is a vengeful, spiteful deity[8] who dislikes change[9] and maintains an ancient sort of order.[10] Those who draw its ire meet the most unfortunate of ends,[11][12][13] and captains who have drawn its attention have found their crew members attacking each other with unprecedented bloodlust.[14] Its curse is as relentless as the weather bearing its name, as it sends storms and fog into the path of an ill-fated ship.[15]

Storm is what remains of an Aeginae[21][22] who served the Judgements,[23] and specifically the Sun.[22] It committed some unnamed fault[24][25] and was exiled to the Neath,[26] where it appears to have the duty of enforcing the Echo Bazaar's seven-city limit.[22] It has now been dead[27] for a long while,[28] and remembering this fact makes it quite enraged.[29][30] Storm's mind is a swirling cloud of angry thunder;[31] its memory is murky[32] and it struggles to organize its thoughts.[33] When its rage overtakes it, it lashes out[34] and its fragmentary thoughts scatter outward as lightning.[35] Despite Storm's current state, it still loves the Judgements, like other Aeginae.[36][37]
Storm can freely use mirrors to travel back and forth to Parabola.[38] It is an ally of the Fingerkings,[36] possibly because the Aeginae are kin to the dream-serpents.[39]
Salt once tried to contact Storm, but Storm kept eating every messenger it sent. After Salt learned Storm's Name, Storm was forced to listen, but this did not work out too well for either of them.[21] To this day, they seem to remain in some sort of conflict.[40]
In the era of the First City, Storm attempted to employ adults as its followers. However, it quickly found that it preferred children because they do not have regrets,[41] allowing the zee-god some semblance of peace.[42] Additionally, an abandoned child's anger and resentment must have an outlet, and Storm harnesses this for its own goals.[43] Storm granted Slivvy eternal youth, allowing him to hold his position for a very long time,[44] but it worries that he will not be able to handle his duties alone any longer.[45] As a result, Storm has attempted to find other children to share Slivvy's burden, but so far, none have been able to bear it for long.[46]
