Hmm, that's actually a more difficult question that it might seem.

Fabricated love stories do not work. If we assume Fires knows that, is it trying to sabotage the Bazaar's mission? If we assume it doesn't know, is it trying to create enough stories for the Bazaar so there is no need for another city?
