Now, I don't know what is said in the empress' shadow, but from what it seems to say based on the fourm post, the next arrival of Halley's comet based on the time of fallen london taking place (late 1800s), the next arrival would be 1910, followed by 1986. So you could specuate that the 7th city will fall in 1910, (wich doesn't see likely) or 1986, game time.
