It seems strange that Venice never occured to the Masters as a target city before the age of modernity. Already used to being run by commercial houses and interests headed by various Masters, a romantic location and quite suited to resting upon the Unterzee, aswell.

Moscow, given the possible dates of Halley's passing by, seems like an unlikely place for a love story in comparison. Though it seems the exact date would be unknown simply because it might be "the next time the comet passes after the previous city has been ruined", and given the intervals between the cities there's some life to be expected from London, yet. Of course Sunless Skies may very well be telling us that London got away from it all, and the poor Bazaar never got to deliver its loveletter.
