Actually, you have a point there, mate. In '12-15 from Moloch Street', it's mentioned that human souls are used to change laws, both artificial and natural. The Judgement's do the same. As well as that, in SS, the Judgement's Egg item is explicitly stated to be a soul. It's kind of hypocritical of them, considering that humans are meant to be the lowest on the Great Chain. Maybe, in the end, in Sunless Skies, you may become a Judgement yourself?
