The Efficient Commissioner is an official who works for the Tragedy Commission,[2] an organization that prevents disasters that may befall the Bazaar.[3] She was also placed on the Board of the Great Hellbound Railway to watch over the project and curb any mishaps.[4] Her knowledge of the Tragedy Procedures is comprehensive,[5] and she relies on them extensively.[6] She has lived in London since the Fall;[7] back then, she was known as Griz.[8]
The Commissioner is loyal to the Bazaar[9] and the Masters.[10] Accordingly, she dislikes revolutionaries,[11] and espouses beliefs in line with the Bazaar's philosophy.[12] She works closely with Mr Pages,[13][14] who seems fond of her in turn.[15] Unfortunately, her job leaves her stressed and worried for the future,[16] and the antics of her fellow board members do not help.[17] She actually has a litany of experience dealing with predicaments quickly;[18][19] her uneasiness appears to be recent development.[20]
The Commissioner's true mission is to monitor the Creditor, the entity who rules the Hinterlands, and prevent the GHR from rousing it.[21] A long time ago, the Bazaar incurred an enormous debt to the Creditor, which the Commissioner seeks to quash.[22] She has been researching the Creditor extensively,[23] but the pressure of the situation gives her horrible nightmares.[24] These manifest in the Viric Jungle, where she is a multi-armed being, burning the pages of the Tragedy Procedures against her will.[25]
