"You stumble upon an alley painted in violent shades, strung with glittering chains and speckled sheets of satin. Discomforting symbols are scorched into the brick, with images daubed over them. Details leap out: A mask of melting wax. A seven-pointed eye. A spiral."[1]

The Moth-cloaked Vandal is a mysterious person that has recently begun spreading incandescent graffiti all over London.

The Mysterious Street Artist

"The Vandal has been operating for years. "Shopfront defaced with glim and graffiti," declares one headline. "Newlyweds beset by dizziness upon discovery of Art in their garden," trumpets another."[1] Amidst the outrage, there is only unlikely speculation. The Vandal is a disguised nun, an aristocrat, or an opera singer! She can crawl like a spider and sing like a whale!  There is nothing of substance, not even a mention of the scorched symbols.[1]

The Moth-cloaked Vandal is an elusive street artist that's been spreading their mystifying seemingly arcane street-art along Fallen London's streets and in people's backyards. Hunted by the Ministry of Public Decency as well as a Secret Society devoted to catching her, she moves through London's streets in pursuit of her art. She's been at it for seemingly quite a long time but it would seem her work is coming to a no-doubt magnificent conclusion soon.

The Vandal's Identity

"Because of my heritage, I am as much a blasphemy as these moths,"[1]

The Moth-cloaked Vandal is actually a young half-snuffer girl. Orphaned and entrusted to the God's Editors care, she eventually learned about her forbidden herritage and it drove her to join the anarchists and supporters of The Liberation of Night to understand herself and her abilities. Her study of the Corespondence and the Great Chain of Being led to her start worshiping the Judgements and to begin her artistic acts of pennance across London for what she percieves as Falen London's sins against the Great Chain. So far the ability to change her face at a whim has allowed her to escape capture but it seems that the Ministry of Public Decency, the anarchists as well as the mysterious Society in Pursuit of Moths are looking for her and her time in Fallen London is quickly runing out.
