Balmoral is a Scottish royal estate brought down into the Neath alongside London, and also the fourth station of the Great Hellbound Railway.

The Flower of the Neath
The manor is currently managed by a loyalist of the British monarchy, who isolates from the outside world and keeps the gates firmly shut. He believes the Empress must be protected from the Septemberists, in spite of the fact that the Empress currently resides in the Shuttered Palace, not Balmoral, and the Septemberists are not interested in active combat at this time.
It seems that prolonged exposure to the moonlight of Balmoral's woods have left him trapped in visions of the Upstairs, where Balmoral is the staging ground for the Septemberist Revolution.
