Balmoral is a Scottish royal estate brought down into the Neath alongside London, and also the fourth station of the Great Hellbound Railway.

He believes the Empress must be protected from the Septemberists, in spite of the fact that the Empress currently resides in the Shuttered Palace, not Balmoral, and the Septemberists are not interested in active combat at this time.
