At one point in the Mr. Pennies storyline, if you anger him the game describes him seeming to grow suddenly larger, implying that Curators are able to exert some form of control over their size. Also notable is Mr. Pennies's title of The Runt (mentioned on this page, though I cannot remember where he is referred to that way in-game unless it is by Mr. Barleycorn), which could indicate that Curators come in varied sizes. My suspicions lean towards the first description though.
