By the interaction with the Dutchess, I think the Cantigaster haven't been "caught" by the traditional sense, but stays there by it's own volition. Also it's not the Cantigaster that kills, but the venom, and those who use it. Since it resides in the Shuttered Palace, it is a tool to London's government, and not just a rampaging monster.
