Basically, yes. She was more the catalyst than the culprit, though. The Masters really needed some way to get rid of the Second City. Except for one. It really liked the city, and might actually have sabotaged the other Masters in order to preserve it. So when a trio of Mesoamerican priests asks for "the flesh of a god" in return for their city.. They gave them one.
