"The Calendar Council is the primary revolutionary organization in London. Its members oppose the Bazaar and the Masters, although their long-term goal is a far-reaching anarchist plot they call the Liberation of Night; the philosophy behind it is spreading across the Unterzee and up to the Surface, and may possibly predate the Council itself.
The Council has twelve members, named after the months in the year. February is the most encountered character among them: you can meet her in the Forgotten Quarter, where she is looking for a site of great interest to her cause; she's also involved in Knife-and-Candle, as a patron in the Moon League – this seems to be part of her role as Mr Iron's shadow.

Despite February's prominence in the game, she's not the leader of the Council; their master is December, although nobody seems to know much about him. March was also briefly part of the game and appeared a lot friendlier than the ruthless February. However, that March was likely killed by the Haunted Doctor, on the behalf of the rest of the Calender Council. If so, the current March's personality is unknown, as members of the Council are still very mysterious figures, for the most part."
