A neon blaze in the dark: the Eagle's Empyrean! Once they were allies of London. Today, the relationship is more nuanced.

Before the doors to the heavens are unlocked, Londoners and Khaganian worked together to open the gate. While London get to establish their empire in Albion, the Khaganian get to establish their empire in the dark Eleutheria. That empire is called Eagle's Empyrean.

Ruled by the Eagle Khan, the Eagle's Empyrean is the only place in Eleutheria that is filled with light. The Khaganian (now called Empyreal) have to defend their light from Liberation symphatizer.

London established their embassy here. They and the Rose-Without-Thorns, the Empyreal security agency, are under a covert intelligence war. Under a treaty, the transit relay to the Reach is under Empyrean control.

Altan, the deceased son of the Eagle Khan...
...cannot passed through Death's Door regularly. His body must be carried manually to the Door via The Blue Kingdom.

Xanthous Moon 

The Empyrean have built a homemade moon to light their corner of the sky; its steel frame festooned with lamps.

Just as Londoners built an artificial Sun, the Empyreal built their own Artificial Moon. Instead of machinery and Red Science, the Xanthous Moon is built with lantern.
