The Halved
The Halved is a Judgement that presides over the region of Eleutheria, in the High Wilderness. It governs distance and measures, and has an array of servants, just like the Sun employed the Bazaar. The Halved is also implied to have killed the Bazaar, as you can find what is probably the dead Bazaar (the House of Rods and Chains) in Eleutheria.
The Halved is a former binary star - its other half was betrayed and murdered during a revolution of minor Judgements, incited by the current resident of the Eleutheria Well.
It is heavily implied that the Eye of the Unterzee holds some connection to the Halved, perhaps even being the former other Judgement.
The Halved appears to have ties to the Liberation of Night, most likely to seek revenge upon other Judgements.
