Carillon is a soul-refinery located in The Reach.
Ironic Hells
Located in the Reach, Carillon is a hub of devils and an institution for the refinement of souls. It was built by the devils that lived in the Neath before London departed. There are seven gardens in Carillon, one for each of the seven types of soul flaws.
The devils cure imperfections in a soul by torturing the soul's owner in various ways, depending on the nature of the blemish. The torture can range from reading scandalous First City literature to being buried alive - a rather wide and unusual variety indeed. The rich can evade torture by donating their money or souls to the establishment. All things considered this place is probably the only place where devils actually fulfill their stereotypical purpose as punishers for the sinful.
Soul Flaws
The head of Carillon, the Presiding Deviless, wrote a book about soul flaws - the Carillon Compendium. It is said that she was once an apprentice of a certain Repentant Devil. The Repentant Devil, however, considers the Carillon devils incompetent.
The seven soul flaws are:

- Flickering: "Soul-light is unpersistent, incurious, lacking."
- Lightless: "Slothful, viceful, willful abandonment of talent and interest."
- Stained: "Soul appears damaged, scorched. Reckless, dangerous and fatally curious."
