Pan is the heart of Eleutheria. It's the bastion where the outcast of the High Wilderness, such as thieves, smugglers, murderers, and rebels reside.
The "Ruler" of Pan is the Cypress King, a position that only purpose is to break disagreement between faction during the Hour of Argument. The position of the Cypress King can be challenged during the Hour of Thorns. Because of this two facts, the position of the Cypress King changes constantly.
Factions
- The Brazen Brigade, Devils and non-Devils that venerate the saints of Hell. They aspire to replace the Judgements as the ruler of heavens.
- The Calendar Council, Revolutionaries from the Old London who has founded a new base of operation in Eleutheria: Winter's Reside.
- The Heart-Catchers, plants that holds many secret of the heavens. It is said that they know the secret on how to capture a death.
