"Not every patch of ground is asleep. In the Neath, even the mountains can be active. Hillchanger is of that lineage. I don't know its exact, ah, position in the family tree. It goes where it wishes."[2]
Hillchanger Tower is a mobile tower that typically resides in Ealing Gardens.
Not Exactly a Building
"Together, you climb the side of Aescwine Hill. It's a long haul – long enough that Hillchanger Tower has time to materialise and vanish again, off to its other homes."[3]

Hillchanger Tower is a spire[4] that can usually be found atop[5] Aescwine Hill[6] in Ealing Gardens.[7][8] It superficially resembles a large building,[9] with a variable number of windows[10][11] and an entrance.[12] It has an interior and at least one room[13] with modest furnishings.[14] When Ealing fell to the Neath, the top of the tower was damaged.[15]

Hillchanger is not exactly a building, however: it is a living being that is able to travel all across the Neath:[16] from the Hinterlands,[17][18] to the Unterzee,[19] even to the Roof.[20] It can assume any orientation as well: diagonal, upside-down,[21] even sideways.[22] It can move extremely quickly,[23] and disappear from a location almost instantly.[24] While it is not known to be aggressive,[25] it can flare up from the ground in response to an attack.[26] Aescwine Hill seems to be Hillchanger's "home base,"[6][8] as it returns there every midnight.[27] Its travels have grown more frequent after the Great Hellbound Railway arrived in Ealing,[28] and it flees at the sight of large crowds.[29]
Aescwine is infested with critters called Hillchanger scorpions, which are the size of cats and unusually "well-trained."[30] Their venom can only be extracted when Hillchanger is at Aescwine; otherwise they produce only smoke.[31]

"Hillchanger Tower is firmly attached to the roof. The fabric isn't masonry. The walls are one continuous entity, for all it looks constructed. It is not exactly breathing – you're not sure what the shuddering is. And yet it doesn't seem like one of Polythreme's offspring, either. Still – living, you would swear. Conscious. Possibly stalking its prey."[32]

Hillchanger's biology is quite unique. Its resembles a built structure, but is actually one singular entity.[33] It gives off an impression of life, albeit one unlike Polythreme, and it seems to "shudder" for unknown reasons.[34] It sometimes travels to the Roof of the Neath to feed, with the stalactites there being analogous to udders.[35] Hillchanger's preferred language is unknown,[36] but it responds to plain forms of communication[37][38] and written Correspondence.[39][40] It can communicate by quaking,[41] and may even scream during periods of high emotion.[42] It also dreams in its sleep.[43]
Role
"I the Deviless am a scribe and a Solicitor
"I write for the Tower and for the greater Power of which the Tower is but a part
"A power that was of the Neath since before the Devils emerged from Parabola"[44]

Hillchanger has a close connection to the Creditor, the earthly entity that holds power over the Hinterlands.[45] Its exact relationship with the Creditor is unclear,[46] but Hillchanger is considered part of the Creditor's "self."[47] It does seem to show some autonomy from the rest of the Creditor.[48]
Regardless of the details, the Hillchanger is the Creditor's agent,[49] acting alongside the Solicitor-Baroness[50][51] as the arm by which it imposes its will.[52]
