"Well, my patron hopes that you find these little gifts to your liking, and he expects that perhaps some day you might choose to call on him at the Medusa's Head. Should that day come, we will make you very welcome and give you any safe conduct what you might require. Good evening to you."
The Blind Bruiser is the Cheery Man's middleman. He's an accomplished criminal and smuggler himself, though he doesn't have quite the same reputation as his boss.
He speaks in an overly eloquent and polite manner, but his men are anything but. Those who double-cross him tend to face grim repercussions - being crippled is the least of it.

"I thought I was cursed, but you know what? I think living an honest life is just bloody difficult. It's a hard road to walk, the straight and narrow. And my feet are crooked."

In the Sunless Skies timeline, by 1906, the Blind Bruiser has left the Cheery Man and turned over a new leaf in the High Wilderness. He has established a lumber company named Wit & Vinegar, based in Albion and operating in the Reach. Despite his efforts, he cannot escape his past, as the company is now a front for smuggling Ministry-Condemned Literature from Albion to the rest of the Wilderness. As the head of his own operation, he now has his own deputy, though this man is gloomy and far less polite than the Bruiser.
