The Halved is a Judgement that presides over the region of Eleutheria, in the High Wilderness. It governs distance and measures, and has an array of servants, just like the Sun employed the Bazaar. The Halved murder its own Messenger, The House of Rods and Chains, for defying it's command.
The Halved is a former binary star - its other half was betrayed and murdered during a revolution of minor Judgements, incited by the current resident of the Eleutheria Well.
It is heavily implied that the Eye of the Unterzee is the Halved itself, giving eyes to numerous Zee-Captain as a form of "message".
The Halved appears to have ties to the Liberation of Night, as numerous revolutionaries seek it's benefaction.
