Judgements are the stars; in this Neathy world they are also the supreme arbiters of the Universe. They make the laws of physics, logic, and nature. Everything their light touches is governed by their laws. Impossible things can exist in the Neath because it is ungoverned by the Judgements. This is also why returning to the light of the Judgements can be lethal: you broke the universal law simply by being in the Neath. Souls are said to be the spores of Judgements, though proper Judgement's Eggs can be found on the Unterzee as well.
