Owned by Soothe and Cooper's, this station needs a constant supply of dead bodies. Not any body will do, the body has to have been taking "Soothe and Cooper's heartsease tonic" which produces a reaction between the soul, grief, and the compound, so it becomes impossible to speak of whatever is grieving you. It has the side effect of having "heartmetal" form inside the body, and the metal is removed in Station III. Possibly to be reused in the heartsease tonic.

Heartmetal occupies the same legal status as Gaoler's honey, namely that the law does not speak of it.  Very specifically does not speak of it, but frowns in it's general direction.

Station III is a top-secret facility owned by a company called Soothe and Cooper. It apparently needs a constant supply of dead bodies to run, specifically the bodies of those who had taken Soothe and Cooper's Heartease Tonic and were killed permanently after overdosing due to a buildup of heartmetal - exactly what it sounds like.
