"The smoggy, clanking, singing, stamping, thronging, frantic heart of the Reach. An ever-expanding port of soot-smudged glass and bright steel, spilling across a drifting, mist-wrapped archipelago."

New Winchester is the major port of the Reach. Like New London, it is a bustling, factory-dominated destination for locomotives in need of repair. The port is governed by the Assembly, a gathering of representatives from the many independent ports of the Reach, much to the displeasure of the Windward Company, which would rather have everything governed by The Traitor Empress and her chosen representatives.

Its settlers, known as the Tacketies, are in something of an independence war with the Windward-employed London loyalists, known as the Stovepipes. This war is known as The Winchester War. As of 1905, the Stovepipes are losing the war.
